Continental East Development, Inc. (CED) officially broke ground on Phase II & III of the Continental Villages’ Masterplan on Wednesday, July 13. The groundbreaking ceremony commemorated what will be an exciting and much-needed mixed-use project for the city of Moreno Valley.
Honored Dignitaries
Those in attendance included Moreno Valley Mayor Dr. Yxstian Gutierrez, Council Member Ulises Cabrera, Council Member David Marquez, Chairman of the California Workforce Development Board and Board Member of the Education for the Riverside Unified School District Dr. Angelo Farooq, a representative from Assembly Member Jose Medina, other local dignitaries, and trusted partners of CED.

Meeting the Needs of Moreno Valley
Al Rattan, President of CED, gave a brief overview of where we started and where we are headed on this project. Brennan Riddle, Project Manager, extended gratitude toward the various members of our team for their support of the project and its groundbreaking. In addition, he highlighted how these phases would meet the needs of the city.
“The city has a large need for housing due to all the new industrial buildings that are popping up in town. So, we are building to fit that need,” said Brennan Riddle. “And additionally, we are constructing a commercial retail center to serve the surrounding community as well as the apartment complexes. It will be a nice place for the community to gather and hang out.”
Recognition of CED’s Success

CED received certificates of recognition from the State of California Senate, California Legislature Assembly, and the City of Moreno Valley. Mayor Gutierrez and a representative from Assembly Member Jose Medina said a few words congratulating CED on its success in Phase I and the anticipation for completing Phases II and III.
“Al Rattan and Continental East Development have been great partners and have created incredible projects that have transformed Moreno Valley,” said Dr. Yxstian Gutierrez, Mayor of Moreno Valley. “I am excited to see this project create more opportunities for families to dine, shop, work, and establish roots in Moreno Valley.”
In addition to congratulating Al and our team on the project’s success, the mayor also announced that Continental East Development would receive the award for Business of the Year at Moreno Valley’s State of the City next month.
Phases II & III
Upon completion, Phase II of Continental Villages will feature 112 units comprising of 96 apartments and 16 two-story duplexes as well as a recreation building. Phase III will feature over 21,000 square feet of retail space.
